I've heard this same thing about my old school...

A lot of colleges do this. Even my stupid little performing arts school of 500 kids did this.

If I were interviewing someone who brought in a transcript with the GPA blacked out I'd tell them to get me another with the GPA on it. Talk about calling attention to it...

All graduation fees have been paid, don't know about the parking tickets, but why wouldn't they say that rather than say yeah we missed you last time and diploma will be in the mail at the end of this semester 3 times.  He is filling out the form that was posted earlier.

The last semester he started thinking with the wrong brain and had to take 2 classes online which he did pass and one of them wasn't posted the first time but that is fixed.  He has always been honest with me, eventually even when he messed up graduating.  I'm not saying that he is perfect in any way but if he is lying to me on this one he has gotten real good at it.

If you are worried about whether he actually graduated, just get the transcript. I twill show whether he graduated or not, and at the very least show if he has enough credits to graduate. Whatever he did to get a transcrit to the employer, have him do that again for you. Shouldn't be that hard.

Most schools do. Who would pay otherwise?

I went to Southern Illinois University Carbondale, but I'm not aware of any schools that don't have a policy like that.
