What is the scale for the average grade? 1-10? 1-5?

Average 2... pretty flat?

Grades are usually expressed as a %, computed as the rise over the run: If your hill rises 100 feet in altitude over a quarter-mile (1320 feet), you have a ~7.6% grade.
