Sock and a roll of quarters.

. . . or, check out some of the self-defense key chains.

Pepper spray with UV dye. Fend off someone AND identify them later.

Are there any good one- or two-day self-defense workshops in your area in the upcoming weeks? Or could you find someone who teaches those types of things and get a private lesson or two?  Maybe a gift certificate to one of those?

I would check into what she's going to be allowed to carry into the country in her baggage, and what the rules and regs are for what she's allowed to possess once in-country.

Personally, I'd go with the sock filled with sand or quarters; the materials are readily available, getting it in and out is not much of an issue, and worst case scenario it is easily disposed of.

Weapons without training are more often turned on the defender. Training without weapons is still the better option. Don't rely on a "thing" for defense (false sense of security).

Here's the deal -- weapons only do good when they can be USED. As in accessible in a split second. If you have to so much as reach for it (or dig around in a purse for it, or reach into a pocket for it...), it might as well be a five pound booger. Which is why I would say TRAINING is the best thing you could give -- you become the weapon, and you don't have to reach for anything, it's always there.

The big MagLite does make a nice weapon, though (which is why LEO's hold them on their shoulder -- to keep them close to YOUR eye level, and have it ready in case it needs to be used as a club).

I agree with this completely.

I suggest she wear the following:

No one will come near her for fear that its communicable plus they make a nice sweet treat back in your barracks.

Also, maybe a local junkyard could lend her a pooch:
