Simple as that. Give me a few ideas. I'm new to all this. I'm trying to upgrade a cheap mountain bike.

SPD Pedals from Bike Nashbar are $24.99 plus shipping.  They come with cleats.  All you'll need then are shoes.

Typical for an internet forum.  I wouldn't call those "budget" especially compared to the prices of the other options listed.  Someone on a car forum asks for a reasonably priced car to transport their kids around and someone recommends a Porsche.

Apparently, some people have a different idea of what "budget" means.

 

I did find the Shimano PD-R540 for $34 plus shipping at Bike Nashbar.

Nashbar's house brand pedals are cheap and light.  I have 3-4 pairs..

Thanks again all. I guess I should have been more clear. For me, the <$40-50 is budget. I now realize that the shoes are likely the most expense part. I just didn't want to buy some crap pedals that would leave me needing/wanting more after only a few rides.

Is this for a mountain bike?  You probably want to stay away from SPD-SL pedals since they are not compatible with mountain bike shoes/cleats.

Sounds like a limited budget to me.

Seriously, for a mountain bike, go with straight SPD pedals.  Cheap, effective, small.  You can even get some pretty cheap that have a platform on one side and a cleat receiver on the other.

As some have said, if it's a MOUNTAIN bike and you're riding on trails, then get SPD pedals.  Do NOT get road pedals (aka Shimano).

If you're going to use your Mtn Bike to do on-road triathlons, then get the Shimano pedals.

Why?

On the trails you want to be able to unclip very quickly and SPD's are great for that.  On road, you want the best transfer of power possible and for your feet to stay clipped in.

I got on craigslist and bought the first pair of LOOK compatible pedals I could find. They cost me $10 for the pedals, and $15 more for new cleats at REI. 

Worth it.
