I don't have room for a bowflex or equivalent.  I have some free weights and a bungee attached to the wall.  Are there any exercises I can do to strengthen my arms for swimming?

Your lats are the prime movers in swimming.

Put a cord/band around a vertical object. Bend down and assume a horizontal position like you were swimming, and do butterflys where you bring both arms downard at the same time for a full motion like doing the butterfly stroke. Elbows high, forearms down. Recover and repeat.

That's my fav.

I've found that working the lats with pullups, bent over rows etc. have helped a lot.

Dry-land band exercises can kick butt too :p
