No, not not necessarily. There are plenty of swimmers out there who don't progress, because the flaws in their swimming technique are never addressed. There is inly so much improvement you can make with a bad technique, then you will plateau.

Thanks. My turnover is increasing and I will consider the metronome. I notice that's where the fitness really makes a difference.

I do not have a metronome and I'm also trying to increase my turnover. When I see a decent swimmer at my pool, someone who swims like 18 s per 25 yards I swim next to him/her and I follow her/his rhythm of swimming.
