Where should I put it if I don't have enough room on my seat stem because of my saddle bag? I'm thinking about ditching the bag for the race but I don't want a dnf (it's only 15 miles).

Put it on your top tube. The number will be displayed vertically as opposed to horizontally but I've seen it done that way many times. I've gotten packets before where the instructions actually said seat post or top tube.

I do it on top tube up against seat tube. I've seen others place it middle of top tube.

I have the same problem. I put it on my downtube, and usually bring scissors and cut out the number so it places better. Whenever I wrap it around the down tube its never straight and just annoys me, so that's where just cutting out the number helps.
Most of the races I have ever done, as long as it can be seen, its not an issue which tube you put it on. Just dont want to put it in a place that annoys you during the ride.

I really screwed up my placement first time I had to put a number on.  I placed it too far forward on the top tube and had trouble pressing the sides back together.  Now, I always fold it in half to get a good center crease that I use to center it on my top tube.  Then I "dry fit" it to make sure I have it where I want it.  Then remove the tape cover and press together.

For my first race (and only, so far), I put mine right in the middle of the top tube.  Big mistake.  It ended up being right between my knees and flapped through the whole ride.  It was really irritating and distracting.  Next time, I'll be putting it somewhere - anywhere - away from where it can flap against my legs!!

I don't use the tape strips on the number.  I fold the number around the top tube and then staple it at the bottom corners and then up close to the tube to keep it snug around the tube.  That let's me position where I want it, but also keeps it in place during my ride.
