Out of curiosity.

How different was your half ironnman run time compared to your half marathon run time?

Pretty sure you meant half marathon run time vs. half ironman run leg.

The closest I've gotten was within 10min - some people can get as close as 90-95%.  All comes down to how you pace the swim/bike to setup the run + what are the differences between the run course at the HIM vs the HM.

All the usual caveats would apply... course profile, weather conditions, etc. so a direct comparison is pretty tough to do.  That said, I'm about a 1:30ish HM runner and my run leg for HIMs is usually in the high 1:40s, so about 15 minutes off.

5 mins but I was faster and better trained for the HIM. The general rule of thumb thrown around is 10 mins.

Instead of time, it's more relevant to talk about the % difference.  5%-7% max is a good goal.

For someone who can run a 1:15 open HM, that translates to a HIM run of 1:19 - 1:21.  For an athlete who's open HM is 2:10, that's 2:17-2:20.  So, for the first person, they're shooting for only 2-5 minutes slower, while 7-10 minutes slower is an equivalent quality of performance by the second one.

This all assumes comparable courses, conditions, and quality of training.

ETA:  Also, biking at an appropriate intensity for your fitness is necessary to set up your best run.

About ten minutes difference. In my case the comparison is a bit weird because all my HM except for HIM runs in the past ten years were in tropical conditions, but two of the three HIM runs (and one other which was sorta a HIM run--course was shortened due to weather so there was no swim and only 29 miles of biking) were not. They should probably be closer given that, but I was probably biking a bit too hard for my fitness level in all cases.

I am in the market for a new road bike, at several local bike stores I will test ride several bikes. Other than basic fit and components, how should I compare them while doing a test ride?

No matter what technique you use, running still remains a sport that requires “pain and suffering.” Technique-only training will not make you a fast runner if you don’t practice to be one.
