Does anyone have a opinion between these two wheelsets?

assuming equal sizing at 60's

New, used? 

All around used older FLO's are hard to beat $ wise with decent performance.  New 2016 FLO's are faster than the old and now offer carbon clinchers besides Al/carbon fairing.

The Reynolds are awesome. If they come with the bike, take them.
Nothing against the Flo wheels. I know a bunch of guys on them and they love them.
Reynolds wheels are pretty great. I was looking at that until I found some used HED jets.

I have Flo's and love them, but if a new bike came with Reynolds, I wouldn't switch them over.

since i'm new this area, can someone define wear on a carbon type wheel? Do they eventually wear out from braking? if so, how long estimated?

You won't wear them out from braking barring some major user error or act of God.
