I am looking for a used road bike, either a 56 or 58cm...I have riden both in many different brands and am fine with either.

I am looking to keep it under $700 if possible.

Not sure what you are looking for exactly, but just about every brand has a bike (new) in that price range.   The trek 1000, Jamis Ventura and Giant OCR3 are all highly rated and available for about $650.    You could probably find something used with a higher spec, but then it would be, well, used.  You wouldn't get professional fit advice and local support for it, either.  Just a thought...
