It's really pretty simple...

The toe warmers combined with good socks (Smartwool, e.g.) will work just fine down to a certain temp; below that temp, booties work better.

Everybody is different and it will depend on how often it gets "that" cold where you live/ride.

With three winters behind me, I have my clothing and accessories figured out in 10 degree increments.

The neoprene booties at the LBS do the job nicely.

My problem is with my big flippers size 48 in most cycling shoes, I haven't found a cover to fit my fat footed MTB shoes.

Since I ride my MTB in the winter months normally I'm thinking of picking up a pair of Lakes, which should work well in a Michigan winter, they make a road shoe for winter too:

I wear toe covers (in 60-70 degrees), booties (in 55-65 degrees), and winter cycling shoes in anything below that. I've finally come to realize that that's the only way to keep my little digits warm. I found some great (new) Diadora winter shoes on eBay for $75! Cheaper than the summer shoes I got. They were worth the money for sure. They're waterproof too in case it ever does rain in AZ

Toe covers are a waste to me, but my feet get cold very easy. A full shoe cover is the way to go IMHO. On terrible days, use a chemical toe warmer pack (those little packs you buy at hunting stores that get hot when exposed to air). They make a world of difference. I cannot snowmobile without them.
