change bike tires if rain event?

I have not (yet) had a tri in the rain. There was another thread about bike maintenance after the rain and it got me thinking should you change tires if it's raining. (In tri utopia we would have bikes/wheels for the rain.) But for those if us on limited budget, any suggestion? Keep the slicks and ride differently?
