UCI may change regs mid ToC

Leave it to the UCI to just go and f-ck up all the development of manufactuers for years ....... They make no sense sometimes.

"We want you to go fast .... but not that fast ......."

This rule makes as much sense as the no bike under 6.9kg rule ...... which is absolutely NONE.
