pain on sides of ankles

I started running and biking at the first of the year after not doing anything for several years. I am getting pain on the inside of both ankles, right on ankle joint, not at the back of the heel. What is this and how do I fix it? Is there any stretches or strengthening I can do, or could this be a shoe problem?
