I am sure this was and is discussed alot on the forum. Some top triathlete friends say a Aero helmet is a better bang for the money than  buying aero wheels in improving my time.  YEs the helmet  is way  cheaper than the wheels and yes  seat time and more training will make you go faster but do  I save on wheels or buy a helmet. I was at 16mph avg for my first few races and  now I am at 17.65mph avg in training and races and getting faster.  your help will be greatly appreciated .

Flip a coin. While the coin is in the air, figure out which you want it to come up as. Catch the coin and put it in your pocket and go get whichever you wanted it to be.

You've already hit on the arguments both ways. Both will help to at least some extent. The best help will be to ride, ride, ride. But if you like toys and can afford them, get 'em!

Have you gotten a bike fit? That would probably have a cost to benefit ratio higher than either of those. I'm not sure at what speed aero gear really helps.
