I've done it before.  (Well, occasionally my plan actually calls for it.  But I've also done it for reasons similar to yours.)  Yeah, it seems non-ideal, but unless you are going to totally screw up your training by doing it (for example, by wasting yourself for an upcoming important workout), I think it's better than just skipping the workout.  I don't have any good reasons to offer you -- it's just what I think.

I think it's OK. I just read an article in Runner's World about the benefits of running twice a day.

If it's swimming, I will combine two workouts into one, because the time it takes to get to the pool and get ready and shower after is so much time, I'd rather just smoosh it together.

You'll be fine, just make sure:
1. Only one of the two workouts should be hard.  The other should be recovery/ getting miles in.
2. Make sure you have plenty of time in between.  Don't go at 10am and 1pm.

I know this is not ideal, but is there any reason I can't or shouldn't do this?

While training specifics can be "theoretically" or "logically" ideal, it's impossible to know what's "actually" ideal or not for any given workout. With any "system" using fuzzy inputs and feedback, effected by lots of external variables, and producing fuzzy results, it's impossible to quantify whether any specific input is "ideal".

Having said that, I do 2x/day of the same sport all the time. I don't care if it's ideal or not. All I care about is meeting my volume goals, having fun, pushing hard efforts when I'm fresh (which hopefully is more and more often), and going easy when I'm fatigued.

What if you miss a workout.  Do you double up the next day?

Basically, ditto.  Most of my own same sport two-a-days tend to be runs--just the way things work out, no grand plan in it.

Not necessarily the next day, but I do adjust things to try to meet my total volume goals for the week, or close enough.  For example, last Saturday I missed a big workout.  I just pushed it to Sunday, then pushed Sunday's big workout to Monday (no way I could have done both of them on the same day, so doubling up right away was not an option).  Now, this week, I'll figure out how to get the total volume in, having sacrificed Monday to take care of last week's volume.

I should add that on the days I bike commute, I guess I am doing two rides in one day, although I never thought of it that way.
And they are both hard, because there are sections with heavy traffic where I just have to keep pushing in order to stay safe, even when I feel like coasting or don't really have the energy to hold my line.

Haven't done it much lately, but when I was strictly a runner, and I was marathon training, I would have 2 or 3 days a week where I ran twice a day. For example, I might do an easy, short run in the morning, and then a track workout in the evening. It really was the only way I could get my run mileage up to 70+ a week without totally trashing myself on 10-mile runs everyday.
