Subject: help with steerer tube
Just bought a used orbea which is absolutely sweet. The steerer tube is too short for my configuration. Can that be replaced or do I have to replace fork at the same time?
Thanks for any help.........

You would need to replace the entire fork; however you might be able to make it work with a positive rise stem.

I used to have an Orbea and my wife's #1 bike is an Orbea, so nice bikes, but they're not free. Seriously, you bought a bike that you may not be able to use... no matter how I'm looking at that, I can't see "absolutely sweet".

Steerer tube is the top part of the fork, so not replaceable. Most likely, you will have a standard 1 1/8" fork (and I don't think that Orbea has any model with an oversized lower bearing, but not 100%), so very likely you will need a brand new fork, which is a couple of $100's at least...
