So I have only put on a wet suit twice for swims. Today was the 2nd time and it is a borrowed suit. Looking at the chart for the suit I am at the upper end of the limits, but I seem ok. The suit seems tight in the chest but not so bad that I can't breath, it's just a little difficult to get a full breath.

I was wondering how tight they should be in the chest area, or if this is fairly normal?

Try putting it on again and getting in the water.  Then- force a bunch of water inside the suit and wiggle it all around to see if you can loosen up some of those tight areas.  The material these new wetsuits are made of are quite stretchy.  That said - it may still be too tight.  They should be snug, or they will take on water and you'll be hauling a couple extra gallons with you.  But- if they're too tight, then they restrict movement which costs you a bit of energy.
