By tightening the cable I can get it to go from 1-8 or 2-9. Can I gain an extra gear by changing the + and - on the rear derailleur?
as max explained with the limit screws, they determine the distance between which the derailleur may shift. you said when you tighten or loosen the cable you can reach both outer cogs therefore limit screws should not be the problem (check them anyway for the offchance they only allow partial shifting under pressure ).
if this is not the case i would agree the shifter on your bike is an 8 speed shifter. bike shops often improvise when parts are too expensive or unavailable, or the old owner may have wanted to keep his old shifters, or had a crash etc. In any case, you are without 2 gears and 2 dura-ace shifters.
the 8 speed shifter currently on your bike should be replaced as soon as possible as the rachet for an 8 speed shifter is different to that of a 9 speed shifter. this is due to a higher number of cogs between hub flange and end of the cassette body (and also why 9 speed bikes have thinner chains than 8 speed bikes ).
if you leave the 8 speed shifter on, you will find your drive train wears much quicker and your shifting is dramatically affected.
to my knowledge dura-ace are the only 9 speed bar end shifters on the market (feel free to research and prove me wrong ). So start saving
