I'm not sure but This looks like an MS Excel date field for 1-January-1900.
I would guess that this was penalty code "1" but when it was entered it into MS Excel the cell was set to date format.

That code matches nothing in the USAT Competitive Rules.

Why is she just now trying to decipher a seven year old penalty?

The penalty could be for any number of things, but the four minute penalty is for one offense on long course.

I believe the actual penalty code would only be shown with the results or penalty sheet on race day.

Unfortunately, your sister is WAY past any protest time frame.

10.5 Time for Filing Protests. All protests must be filed in writing and submitted to the Head Referee within sixty (60) minutes after the person filing the protest has completed the event.

But more-so, which is a more likely cause of the penalty:

10.1 Proper Subject of Protest. No protest may be filed with respect to matters which were observed by or previously ruled upon by a race official. No person may file a protest which requires a judgement call..........
(a) any purported violation of the cycling position foul Rules (including alleged drafting violations);

Is there a short-course race at IMMoo?

Very few of the common penalties are "protestable." The only thing the rule book mentions is eligibility, which most of us will never encounter.

Maybe she has to explain it since the event is listed on her resume?

Sorry we can't hire you.  You never reported to the penalty tent.

Ha ha...if she was to actually put Ironman on her resume...I am thinking she wouldn't be putting her first IM down, which was this one, she would be putting the one she won her AG in instead...that's how she rolls!
