USAT events require bar ends on the bike be plugged.  Am I reading this right?  The handlebar ends must be plugged?  Arent they always capped?  Now I'm gonna go home and look at mine... I found this while registering for an Olympic Tri in Goleta in July..

That is a standard rule - can't compete if your bar ends aren't capped.  This is to help prevent a chunk or plug being taken out of your (or someone elses I suppose) side or arm or other body part if you crash.

Riding around with your bar ends not plugged is almost as difficult as riding around without a helmet.  Random people will stop you and tell you horror stories about a guy they knew who was cored on the end of an uncapped handlebar and insist that you stop riding immediately and go strait to a bike shop and get plugs for your bars.  Don't ask me how I know this.

Good idea to carry a spare - one of mine worked loose and fell out when the bike was on the car-rack on the way to a race.  I didn't notice but the officials did.

Watch the video article where they taped a USAT official going over the rules here on the past month or so.  Very informative and logical.  You go azz over tea kettle in a crash you will impale a vital organ on them and potentially bleed out before EMS gets there.

I knew this and 2 years ago I did several tris and I noticed the officials walked around and made sure everyone's was capped.  I hadn't thought anything of it in awhile since I didn't do any races last year, and I just walked in the living room a few minutes ago and noticed that I have lost one.  Who knew?  Have no idea when that happened, but I am now in need of one.  And I may do like someone else suggested and carry a spare.
