Just curious- for IM FL, do you have to get your own transition bags or do volunteers get/find them for you?

Also, are the bags laid on the ground or hung from racks?

The bags are laid out on the ground. They will hand you your bag right before you go into your tent. It was really quick for me last fall, they had the bag waiting for me. They will also get your bike off the rack for you!

Awesome!  That's what I was hoping to hear

You check your bike and transition bags in the day before. You do have access to both on the morning of the race. You'll be glad to be rid of them the day before. One less thing to worry about race morning.

That's good to know.

Don't your water bottles (if you mix a IM cocktail) get all gross sitting out there for that long???

At LP, we checked our bags on race morning, going in and hanging them on the racks.  You check your bike the night before, but you have access to your bike on race morning if you need to check tire pressures, put water bottles in your cages, etc.  I did use my Bike Special Needs Bag, but did not use the one for the run.  Because the bike takes so long, I put in some solid food (PB&J sandwich) and a 32 oz bottle of Gatorade, along with some stuff for my jersey pockets.  On the run, it's easier to simply rely on the aid stations, but I can see where maybe a change of socks and a few other things might come in handy.  I plan on supplying my own bananas this year and putting some in my special needs bags.  Last year the bananas at IMLP were so green and raw they were inedible.
