My limit to biking in the winter is below zero. Would love to hear what works for you. I'll start:

1. Layer of newspaper on the chest.

2. Toe covers AND bootsies for the really cold days.

Are you talking 0 Farenheit or Centigrade (Celsius)? I won't go as low as the second - much less the first. I do have a balaclava that is absolutely essential for me below about 45 F.

Shoe covers with hand warmers placed under the shoe covers but over the toes
Gore windstopper gear
Mid ride stop for something warm to eat or drink (if distance is over 60miles)
A great base layer to wick moister away from you and into the layers

I use platform pedals and winter boots - forget about bike shoes and clipping in.
I blow warm air from the heating vents into my boots before I hit the road.
"Pogie" gloves. These are covers that go on my handlebars and that I slip my hands into.
I used heat packs in my gloves and boots on a recent cross country ski trip. I haven't used them while biking yet, but I have them in my pack for a hand or foot emergency.
Balaclava for the face.

My cutoff is around -15C which isn't too far from the OPs 0 (Fahrenheit I assume).
Are you aware of the Crappy Winter Weather Challenge? Being on your bike is worth an extra point per minute compared to other forms of exercise.

I don't bike much below 0C, mostly because it doesn't get much below 0C here.

On colder day, I wear booties for sure. Also warm gloves and a beanie with ear warmers. One thing that has been great for me this year is bib tights. I disliked wearing tights without bibs because if your jacket rides up your bike a bit then your back gets cold.

A problem in Vancouver in the winter is that although it is usually above zero, it is often rainy. So I get colder in 5-6 degree weather with rain than I do with below zero weather. When you get soaked it's difficult not to get cold.

The midride stop when it is cold never works for me because it's really really difficult to start again.

I went out yesterday to do a ride and the temp was 18 F with wind chill below 10. Every time I hop on the bike when it's cold out and I think of BigDH who rides his bike to work through anything. His strategy that I have adopted is covers for the feet plus wool socks, 4 layers on the botton (lbike shorts long underwear, sweatpants, and outwear that is a windbreaker) and 4 layers on top (long tee shirt, sweatshirt, jacket, and an orange bike shirt for the drivers who don't expect to see bikers). I wear gloves that have a rubberized band on the palms so my hands don't fall off the drops. I wear a hat underneath my helmet and I also have a ear warmer (looks like a big sweatband) that I put around my face. I actually get so warm that I don't even feel the cold - except in my feet.

I'm new to biking outside but I like it. I'm thinking of doing my short rides on a hybrid bike (they spread sand on the roads) and my long rides inside.

When it is really cold, I use a mountain bike and go on trails (the slower speeds means lots less wind chill). Of course, I layer up massively, including a gore-tex rain shell as a final layer and windblock. I also wear 3 (!) layers of different tights. But my secret weapon? 2 full pairs of full coverage (but different sized) neoprene booties (so I end up with 2 layers of rubber), kind of like these guys:

Studded tire really help on ice or hard packed snow. And don't ride a bike you you love on the roads when the snow is brown from sand and salt. I bought a used (that i consider to be disposable) mtn bike for my winter commuting after ruining the drive train on my #1 mtn bike last winter.

Ugh, I can tolerate the treadmill for "speed work" but bike trainers drive me nuts.

Tomorrow morning, we're expecting 15 deg far. Balaclava; lycra short-sleeve base, Under Armor middle base, & wool-based wind-stopper topped off w/a layer of newspaper; regular lycra shorts w/knee-warmers. As other suggested, tosies & booties; lobster gloves & ready for a fun 20-mile ride.

I basically dress like I am going skiing:

Winter boots.  I have cheap men's boots from Target, the old Totes style.

Winter jacket for shorter rides, fleece and tech shirt under a rain coat for longer rides or when it's snowing.  I can't the the layers under my real biking jackets.

I've worn snowpants, just as good as a bunch of layers...

And the BEST tool:  ski helmet and goggles.    It's so much more comfortable than wearing a bike helmet plus hat, cover, etc.  And with the vents uncovered it never really gets too hot.

Also, ski mittens.  Only mittens in the winter for me, although I'd be willing to try lobster claws.

This is for the near zero days, for sure.  I change my game plan each 10 degrees or so.  But it's really hard to get out the door when you are already really cold.

This X2

This was Dec 20 2012 temp -4 C and yep No darn snow a week later there was 3 feet on the ground and any outdoor bikeing was done for the season.

I have on a UA Base 2 Layer, a UA cold gear tights and crew neck top, balaclava with muffs under, marino wool socks& toe covers, NB vest as a windbreaker Dakota insulated work Gloves, this is my usual winter running setup and I run down to -20 or -25 C with the same setup minus the Base 2 layer and with the addition of CWX insulator Tights and a toque.
