The rest of us wear something called "fat." You should try it:

Wear your wetsuit. Or the neoprene head cover. Just the head cover should help a great deal.

How cold is your pool? The Y I swim at keeps it at a brisk 78, which is chilly at first but downright refreshing after a few mins. Below that is USAT wetsuit legal material...
You could wear a wetsuit. You might look a little crazy, but not like a fool.

Trixie,

You look just fine the way you are, you don't need to add a layer of fat!

Are you wearing a swim cap (or two)? Since you have lots of blood flow to the head (much of it near the surface), you'll have lots of heat loss to cold water via your head.

Do you warm-up on deck (stretching etc.) to get the blood flowing before you jump in the water.

Otherwise, you're looking at wetsuits to keep warm.

Aquaphere makes what they call a "skin". It looks like a tri suit but comes in varying layers of thickness to provide warmth. A girl on my master's team swims in one and likes it.

Double cap, try a silicon cap with a retro bubble cap over it, warm and watertite. As said above most heat leaves from your head, keep the head warm the body follows.

see http://www.geocities.com/lapswimr/coldwatercaps.html for cold water caps.

There are 2 pools at the Y I go to. One is a yard pool and it is WARM...like 82 degrees. Nice but after a couple of laps tooooooo warm. The meter pool is cooler and every time I get in I am CHILLED brrrr. But, I will do a quick 2 laps of breast stoke to get the blood pumpin' and by the time I finish those, I'm warmed sufficiently. (and it never bothers me in the warm weather, only in the winter months which must mean there's a psychological factor or the air temp is lower because I'm sure they keep the water temp the same year round).

I met a pretty good swimmer yesterday at the pool who was swimming with a t-shirt.  I assumed he was wearing it to get extra drag to improve his workout.  He told me later that he was wearing it simply because he´s too cold the first few hundred yards.

I´ve never tried it myself, but it might be a solution.

I second the baracuda hothead. For me, if my head is warm, then my body is warm. I'm not sure if there's some scientific thing to that but for example, if I wear a wetsuit and my body is warm, and I only have on a thin cap on, i'm still freezing. But with the hothead (sometimes even with a cap over it), i'm good to go.

I wear my wetsuit alot in the pools it was a bit wierd at first but once the guards knew I was training for triathlons it was cool, now people ask the LG why I swim with the suit and I get questions about training, waht the tri's are like etc. changed from weird to sorta cool. So if you need to go for it with the wetsuit if your comfortable with it everyone else will be too. Just remember to buy some wetsuit cleaner and wash it once a week or every 2 weeks to clena off sweat and chlorine... make it last longer

They make tight short and long sleeve t-shirts made out of some sort of good in the water material for surfing. You could try one of those. You can find them at most surf shops - maybe one online would have them?

1- swim faster

2- given your little water phobia use the wetsuit.  Just tell people you are training for an ironman and you need to practifce in your wetsuit.  FOrget if they think its goofy.  You will feel more floaty and confident in the wetsuit and it will keep you warm.   Plus it is good practice for all those tris that are in your future   Just wait til I make you spend a day in a wave pool   G8R and I got plans for you miss trix
