try to rock the wheels side to side (left to right ) by lightly pulling/pushing the tire from side to side...
if there is any play in the wheels (you will notice it if there is ), take the little plastic tool and while the wheel is still in the frame, slightly tighten the lockring until the play goes away (usually maybe 1/8 or 1/16 turn ).
(if you want to get an idea of what "play" feels like, loosen the lockring a full turn and then rock the wheel side to side...you will feel "play" )....then tighten it back up to just the point where the play is gone, and the wheel still rotates freely.
On my older set, the bearings loosen up frequently, so i unscrewed the lockring completely, and applied a little Loctite 242 (the blue stuff ) to the lockring, and reinstalled....problem fixed.
