Tough to make explosives work that way.  They have been used, but mostly by military people (think "Predator", or "Virus".  I guess the general though is that the average person don't know squat about demo, probably because the movie people don't, so they don't think about it.

Besides, if they blow up the bad guy, he can't really return, and no more cash cow.
